		인구가 1만명도 안되고 러시아와의 국경이 지척인 ‘놈’은 북극 한복판에 있다. 가장 추운 1월의 평균 최저기온은 영하 19도, 가장 덥다는 7월에도 영상 7.9도에 불과하다. 한국으로 따지면 사실상 1년 내내 겨울 언저리에 있는 곳이다. 날씨가 이렇게 춥다 보니 ‘놈’의 땅 대부분은 영구동토층이다. 기온이 영상으로 올라가도 땅속으로 공기가 깊이 침투하는 게 쉽지 않다 보니 1년 내내 땅이 얼어 있다는 얘기다. 영구동토층은 지구온난화와 관련해 중요한 장소이다. 여기엔 냉동고에 오랜 기간 방치한 음식물처럼 이산화탄소가 꽉 잡힌 채 저장돼 있기 때문이다.
